Main information about the service
The hazardous properties listed in the annex to the directly applicable legislation of the European Union on the hazardous properties of waste under the designations HP 1 to HP 3, HP 12, HP 14 and HP 15 shall be assessed by a person authorised by the Ministry. Other hazardous properties listed in the annex to the directly applicable legislation of the European Union on the hazardous properties of waste shall be assessed by a person authorised by the Ministry of Health.
An authorisation granted may not be transferred to a third party.
An authorized person is a natural or legal person who has been given an authorization from the Ministry of the Environment and/or the Ministry of Health to assess the hazardous properties of waste.
Authorisation to assess the hazardous properties of waste is granted for a definite period but not exceeding a period of 3 years. At the same time as the authorisation is granted the login data of the authorised person are entered in the Integrated system for compliance with environmental reporting obligations. The period of validity of the authorisation to assess the hazardous properties of waste may be extended by a maximum of 5 years, repeatedly.
If the authorised person submits an application to extend the authorisation to assess the hazardous properties of waste no later than 6 months before expiry of the period for which this authorisation was granted, the authorisation to assess the hazardous properties of waste shall not expire until a final decision has been made on the application.
The particulars to be included in the application for the granting of an authorisation to assess the hazardous properties of waste and the particulars to be included in the application to extend the validity of this authorisation are listed in Annex 11 to Act No. 541/2020 Coll. on waste.
The Ministry of Environment shall grant authorisation or extend the validity of an authorisation to a person who can demonstrate professional competence or whose professional competence has been recognised in accordance with the Act on the Recognition of Professional Qualifications.
An application for authorization to Assess the hazardous properties of waste or its extension is subject to an administrative fee of CZK 1,000. The application is sent electronically or by post to the Ministry of Environment/ The Ministry of Health.

When to address the service
Back to topAuthorization to assess the hazardous properties of waste is granted for a fixed period, but for a maximum period of 3 years. At the same time as the authorization is granted, the credentials of the authorized person are assigned to the integrated system for the fulfillment of reporting obligations (ISPOP) in the field of the environment. The validity period of the authorization to assess the hazardous properties of waste can be extended by a maximum of 5 years, repeatedly.
If the authorized person submits an application for the extension of the validity of the authorization to assess the hazardous properties of waste no later than 6 months before the expiry of the period for which this authorization was granted, the authorization to assess the hazardous properties of waste does not expire until the application is legally decided.

Content of the request for authorization to assess the hazardous properties of waste.
The application for authorization to assess the hazardous properties of waste contains, in addition to general requirements, according to the administrative regulations:
a) e-mail address of the applicant, if he does not have an appointed professional representative,
b) the name, as the case may be, the names and surnames and e-mail address of the professional representative of the applicant, if one has been appointed,
c) the number of an electronically readable identification document, if the applicant is a non-business natural person, if such a document was issued to him,
d) a list of the hazardous properties of waste listed in the annex to the directly applicable regulations of the European Union on the hazardous properties of waste, for the evaluation of which authorization is requested,
e) certified copies of documents proving the professional competence of the applicant or the applicant's professional representative for the assessment of hazardous waste properties
f) proof of payment of the administrative fee.
The Ministry of the Environment will grant a credential or extend the validity of a credential to a person who demonstrates professional competence or whose professional competence has been recognized in accordance with the Act on the Recognition of Professional Qualifications.
Professional competence is proven by proof of:
a) university education,
b) at least 10 years of experience in the field of chemistry or waste management and
c) the fact that the applicant has completed a training session for the assessment of hazardous waste properties, the content of which was approved by the Ministry, in the last 6 months before submitting the application for authorization or the application for the extension of the validity of the authorization.
The Ministry of Health will grant a credential or extend the validity of a credential to a person who demonstrates professional competence or whose professional competence has been recognized in accordance with the Act on the Recognition of Professional Qualifications.
Professional competence is proven by proof of:
a) university education,
b) completed specialized education in the field of hygiene and epidemiology or the field of occupational medicine or the field of toxicology for the evaluation of hazardous properties of waste listed in the annex to the directly applicable regulations of the European Union on the hazardous properties of waste under the designations HP 4 to HP 11 and HP 13 and completed specialized education in the field hygiene and epidemiology, veterinary medicine or a natural science field including microbiology for the evaluation of the hazardous properties of waste listed in the annex of the directly applicable regulations of the European Union on the hazardous properties of waste under the designation HP 9,
c) at least 10 years of experience in the corresponding field according to letter b) and
d) by the fact that the applicant has completed a training session for the evaluation of hazardous waste properties, the content of which was approved by the Ministry of Health, in the last 6 months before submitting the application for the authorization or the application for the extension of the validity of the authorization.
