Main information about the service
If you intend to export a specimen of an endangered species of animal or plant to a third country (outside the EU) under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and related EU law, you must have a permit for this export. In the case of the planned export of specimens of artificially propagated plant species listed in Annex B of Council Regulation (EC) No 338/97 and hybrids of species listed in Annex A of Council Regulation (EC) No 338/97 , you can use the phytosanitary certificate for export, which in this case replaces the permit for the export of specimens of endangered species (CITES permit).
A phytosanitary certificate can be issued by the Central Institute for Supervising and Testing in Agriculture upon request.

The export of specimens of artificially propagated plant species listed in Annex B to Council Regulation (EC) No 338/97 or hybrids of species listed in Annex A to Council Regulation (EC) No 338/97 to third countries (outside the European Union) is allowed on the basis of a phytosanitary certificate. The document for the above specified plant specimens replaces the permit for the export of specimens of endangered species (CITES permit).
When to address the service
Back to topIf you plan to export specimens of the artificially propagated plant species listed in Annex B of Council Regulation (EC) No 338/97 or hybrids of species listed in Annex A of Council Regulation (EC) No 338/97 to third countries (outside the European Union) on the basis of a phytosanitary certificate, you must apply for the certificate at least 2 days in advance.
How to get the service
What do you need when solving the service electronically
In order to obtain a phytosanitary certificate, you must submit an application, which can be filled in electronically via the e-Agri Portal, but prior registration is required at the Regional Departments of the State Agricultural Intervention Fund (SZIF) and the SZIF Headquarters to access the e-Agri Portal. It is also possible to request access at the workplaces within the scope of the individual Regional Departments of the SZIF. The applicant may also submit a request for access via a data mailbox or e-Podatelna with an electronic signature.
The application for a phytosanitary certificate must include a completed Application form - see the recommended model- with the necessary information for the issuance of the certificate and conducting the inspection.
You must provide the following information:
- name and address of the exporter and importer
- method of transport
- description of the commodity - scientific and Czech name of the species, quantity and description of specimens, classification in the Annex to Regulation No 338/97 (A, B, C) and CITES Annex (I, II, III)
- a declaration that the plants are artificially propagated plants for which the conditions laid down in Article 56 of Regulation No 865/2006 have been fulfilled, indicating the place of origin
- the method of packaging and possible treatment of the commodity,
- the requested date and place of export,
- the contact person

Fill in the application form and submit it with all annexes via the e-Agri portal.
Or send the completed application form with all the annexes:
- through the data box (mailbox ID: ugbaiq7)
- or by email to the office of the Central Institute for Supervising and Testing in Agriculture (email: podatelna@ukzuz.cz). The email application must be signed electronically.

The fee for electronically processed service
The fee for the issuance of a phytosanitary certificate is CZK 500 in accordance with item 80 of the Act on Administrative Fees.
The fee can be paid by a stamp in the value of CZK 500, which must be handed in at the latest when the certificate is handed over, but you can also pay in advance by bank transfer to account No 19-87425641/0710.
If you pay by bank transfer, you must enter the variable symbol which will be assigned to you by the Central Institute for Supervising and Testing in Agriculture on request. If you pay by bank transfer, the phytosanitary certificate can only be handed over to you once the fee for issuing it has been credited to the account of the Central Institute for Supervising and Testing in Agriculture.
The fee is waived for a phytosanitary certificate issued for a consignment intended for non-business purposes, i.e. most often for natural persons not engaged in business or other non-commercial purposes such as schools and research institutes.

Applications for a phytosanitary certificate (with all supporting documents) can be sent by post or submitted in person at any branch of the Central Institute for Supervising and Testing in Agriculture.
