Main information about the service

The proof testing of specified firearms means the process of determining whether a specified firearm meets the technical requirements. If the specified firearm submitted for proof testing meets the technical requirements, such a weapon is marked with the appropriate test mark. Proof testing is performed for all specified firearms listed in Section 2a(1) of Act No 156/2000, except for weapons which it homologates pursuant to Section 6(2) of Act No 156/2000.

Does this apply to me?

If you are a manufacturer, importer, exporter, distributor or repairer of weapons, if you want to place those weapons on the market, and if the weapon no longer bears a valid test mark. If you hold a firearms license, the obligation applies to you if you want to use the weapon or allow someone else to use it, unless the weapon bears a valid test mark.

Service outcome

The result of proof testing is (if the conditions for marking the submitted specified weapon are met) a test mark proving that the specific specified firearm complies with the technical requirements, and the issuing of a proof testing report.

Service benefit

If the weapon is proof tested, you can place the weapon on the market, which means any provision, or offer to provide, without consideration or for consideration, such controlled product for distribution or use, or the transfer of ownership of controlled products by a manufacturer, importer, distributor or repairer in the Czech Republic. If you hold a firearms licence, you can use the weapon or allow another person to use it.

You can use this service at any time before the weapons in question are placed on the market (in the case of a manufacturer, importer, exporter, distributor, or repairer). If you have a firearms licence, you may also use this service in the event of suspicion of poor technical condition of the weapon or on the basis of an instruction from the police after they have inspected the weapon.

How to get the service

What do you need when solving the service electronically

You can request proof testing of a specified firearm if you are the natural person registered in the firearms licence, a natural person engaged in business, or a legal person.

The application, which must contain the requisites pursuant to the Administrative Procedure Code (Section 45(1) of the Administrative Procedure Code), must be accompanied by:

  • information about the type of product, including derived variants, with the following data: type, make, model and calibre for the specified firearms,
  • in the case of import, the name and registered office of the manufacturer,
  • information that proof testing is being applied for,
  • technical and accompanying documentation to the extent specified by a decree of the Ministry,
  • documents certifying the accuracy of the information provided in the application.  

After you submit your application, you must present the specified firearm, two cartridges for each chamber (for an automatic firearm five cartridges for each chamber, and for a specified firearm intended exclusively for the use of gunpowder, two shots worth for each barrel, which are marked with the data specified in Section 3(1)(a) to (k) of Decree No 335/2004 This does not apply if the testing will take place directly at the applicant’s premises. The specified firearm will be presented on the basis of an agreement with the Czech Proof House for Firearms and Ammunition.

An administrative fee must be paid at the same time.

Sanctions

Section 22a(1)(b) of Act No 156/2000 sanctions the placing on the market or distribution of controlled products that do not meet the specified technical requirements. The mere failure to submit specified weapons for proof testing is not sanctioned if they are not placed on the market or distributed.
